in the marine corps. that's an area where we could use some improvement. our forces deployed to the western pacific certainly understand this, and they pass it on among themselves. the forces we deploy from southern california and the east coast that float into theater understand disaster assistance and humantarian response very well. that hasn't quite migrated itself into the institutional arena in terms of forces stationed here in the united states as it would relate to defense support to civil authorities. i think that's primarily -- this is not a primary mission for us. it's something that we do pay attention to, of course, as we deploy overseas. not necessarily forces we have here in the states. we do understand immediate response, rolling out the gate to help our neighbors in an immediate nature, but i think not so much in terms of mobilization and deploying inside our country. so, this is an area where opportunities like san francisco fleet week will allow us for, and i believe at some point really incorporate this in some internal doctrine that will benefit us in the event that this

them like they used to. cbs 5 reporter joe vazquez explains why the numbers are down so much. >> reporter: as we drove the streets of oakland this afternoon the only police cars we saw were parked at the oakmont police substation. truth is site of a cop pulling over a car is more rare. the number of police stops in oakland is down some 75% from a few years ago. that's according to numbers obtained by the "chronicle" which shows oakland police made about 68,000 stops in 2008 and 2009. in 2010, the number went down to 49,000. in 2011, another huge drop to about 25,000. and by the end of this year, the projected number of police stops in oakland will be 15,733. police cite factors including layoffs which reduced the police force by 25%, cops running from one 911 call to another making it harder to make stops in between. also, special investigative and traffic teams have been disbanded including the motorcycle squads. >> just the motorcycle squads alone would be responsible for an average of 35,000 stops so that's probably the most contributing factor i can point to. >> reporter:

yesterday afternoon and shouted that he had a gun and wanted to use it to kill the worshippers. members of the congregation confronted him and kicked him out before police arrived. he was seen driving away in what looked like an old gray camry. >> a san francisco police officer who posted a controversial video, saying he took a high-speed drunken ride is being investigated. the police chief did not like what he saw in the video. carolyn tyler is live at the hall of justice. harsh words from the officer. >> reporter: that's right. the police chief knows the officer in question very well. me and sergeant carl "t" attended the academy together. they have served on the force for more than 30 years am but now, sergeant "t" has been taken off the streets because of what the chief calls poor judgment. >> obviously, it's just beyond irresponsible and dumb. >> reporter: the san francisco police chief is want mincing words about the officer whose online video has created the latest scandal for the department. the video was found on his facebook page. sergeant "t," bragging about a high-speed drun

shows us what is left today. >> reporter: firefighters will be trying to figure out the caused to. take a look behind me. the building is not safe. they have secured it to keep people from getting inside. they are waiting until engineers can go inside and give the all clear that it is safe in there. this caught fire in fremont just before 2:00 yesterday afternoon. firefighters say the fire was intense, that the roof collapsed and they weren't able to go inside. there were about 60 employees inside the building when the fire started, one person even tried to put out the fire. >> i tried to do something but it just caught on too fast. it was pretty devastating. >> this fire was fully involved when we arrived. >> reporter: no one was literature. everyone got out okay. firefighters did evacuate a few buildings around c and h as a precaution but they cut it to this building. a firewall played a big role from keeping it spreading. director of operations at the company says they have good insurance and it will cover the lost wages for employees. amy hollyfield, "abc 7 news". >> kristen: there

at montevista high school with details for us. >> it appears that this entire thing that went on yesterday was a hoax but sheriff's deputies not taking any chances. they are going to have additional deputies at montevista high and also at lincoln elementary something that begin four miles from here in san jose. take a look at message that started this entire thing, at linbrook high school a spray-painted threat about a bomb and threat about a teacher. that threat led to santa clara county sheriff's deputies closing down montevista and lincoln elementary. bomb-sniffing dogs were called out. they checked out the campus. a room by room search went on. shortly after the 11:00, it was the all clear, just a hoax but the sheriff's office is also interested in protecting the teacher in case there might be some truth to this. >> a couple deputies are providing protection. >> it won't be a laughing matter if they find the persons that spray pained that message. that person or persons could be facing a felony. this morning, both monte vista high and lincoln elementary will be open for business but as

're planning on using the the nimitz is getting slow for the southbound ride around to 38. it will be a crowd approaching 92 and want to get past 92 through hayward it is stop and go towards union city. traffic in the south bay is not bad but it is building up. 1 01 headed north out of san south san jose is crowded as you approached 87. it is also slow 85 approaching highway 18. >> mountain as the high school and lincoln elementary are reopening this morning. the schools were closed yesterday after found graffiti at a nearby school that made a threat against a male teacher at monte vista. >> everything as a starting to pick up an all-out of teachers and have made their way into the parking lot. everything is reopening this morning after a very scary day for them yesterday. this happened just before 7:00 yesterday. officers went to check out graffiti at nearby lynbrook high school and they found graffiti that spelled out a bomb threat for motna this the high school. that brought dogs on the campus and look for a bomb. they did not find anything. they also evacuated nearby lincoln elementary wh
